At the beginning, for Eve and Adam, nakedness was nothing.
And they were both naked, the man and his wife, and were not ashamed.
At that time, these two humans did not know what was good and what was bad. They lived in peace in the garden of Eden.
Soon, Eve was seduced by the serpent. The couple ate of the forbidden fruit and things changed drastically for them.
And the eyes of them both were opened, and they knew that they [were] naked; and they sewed fig leaves together, and made themselves aprons. (Genesis 3:7)
Now that they knew the difference between good and bad, they tried to hide their nudity with fig leaves. In fact, these man-made aprons were not pleasing God because they were covering only a part of their nakedness.
Then, God himself made coats of skins in order to cover their bodies. (Genesis 3:21)
The Holy Bible does not indicate the style nor the length of these coats. However, by definition, a coat is a piece of garment with sleeves that is used to protect us from the weather. (Coat meaning)
In Exodus 28:42, God says to Aaron and his sons (priests) to wear linen breeches from the loins up to the thighs in order to cover their nakedness when they come in the tabernacle.
The loins includes the hips, groin and lower abdomen. (Loins meaning)
The main point to remember is that the breeches had to cover down to the knees.
The priests had to wear additionnal clothing in the tabernacle. However, the breeches are the only garment that are indicated to specifically cover the nakedness of the priests.
Here are some verses where nakedness is described as a punishment and a shame. (Isaiah 20:2-4; Isaiah 47:1-15)
With the advent of Jesus-Christ, we need to understand that sons and daughters of God who live without sin, are the temples of the Most-High. (1 Corinthian 3:16)
This means that we are not allowed to let people see our nakedness the same way Aaron and his sons had to cover their nudity in the tabernacle.
To summarize, a son or a daughter of God should wear a garment that covers his nakedness completely.
It means that the outfit should cover at least the front and the back of the body from the shoulders down to the knees and have sleeves (short or long).
Let’s take the example of a woman wearing a dress.
The dress can respects the above description on garment. However, if the dress is too close fitted to the body or transparent, it loses its covering properties. The clothing is supposed to prevent the revealing of all the assets of the lady in order to be modest. (1 Timothy 2:9)
The dress can be reaching the knees and covering the shoulders but if it is backless the lady should revise her choice. She can put on additionnal clothing to cover the back or choose another dress.
I gave an example with the womens outfit, but Gods standards on clothing apply to both genders.

Behold, I come as a thief. Blessed [is] he that watcheth, and keepeth his garments, lest he walk naked, and they see his shame. (Revelation 16:15)
Thank you Jesus-Christ for walking covered on this Earth.
